ネパール、民主権の一時停止に抗議

２月１日、ネパールのギャネンドラ国王が政府を解散すると、非常事態を宣言し、憲法で保証されている全ての民主的権利を一時停止した（表現・発表の自由、平和裏に集会を行う自由、国内を移動する自由、予防的拘束に対する保護）労働組合権は停止され、５名以上の集会は禁止された。

国王命令で行政力を差し押さえ、権利を停止した後に、多くの政治指導者、学生指導者、労働組合指導者が逮捕された。逮捕者あるいは拘留者名簿に多くの労働組合指導者の名前がみつかるだろう。

ネパール労組（加盟労組、友誼労組、ナショナルセンターNTUC）とIUF地域書記マーウェイピンとの間で話し合いが行われた。地域書記はギャネンドラ国王が権力を握る事態が発生した時にネパールにいた。話し合い後、声明が発表された。IUFは非常事態宣言を、特に同国の毛沢東主義者の武装闘争の問題に対して行ったことを非難し、この措置は何ら政治的危機を解決せず、なおさらこの闘争が強化するだけだと指摘した。

ネパール国王の取った行動は国際的に認められている権利を基本的に侵害するものである。IUFはこの緊急時に、ネパール労働者に連帯を表明し、彼らの長期にわたる民主主義に向ける思いを支援する。労働組合指導者の個人の安全を尊重すること、逮捕者を即時無条件に釈放すること、組合員を代表して自由に機能することを許すことをネパール労組とともに要請する。

ネパール国王にメッセージを送り、即時の民主的な自由と労働組合権、人権の全面的行使の回復を求めよう。

Your Majesty,

I am writing to convey my condemnation of your seizure of executive powers through a declaration of a state of emergency on February 1, 2005 with the consequent suspension of all democratic and trade union rights.

I am aware of the manifold difficult political problems that Nepal faces. The measures that you have taken will not resolve these difficulties.

I urge you to seek a fairly mediated political settlement through a three-way political negotiation involving your representatives, the Maoists and the constitutional political parties in order that a lasting peace and a robust democracy may be established.

Meanwhile, I urge you to release immediately and unconditionally all trade union and political leaders who have been detained and to immediately restore all constitutional, democratic and trade union rights so that economic activity and tourism may resume.
